Has the Modi govt stumbled in Delhi's power corridors?

As an election campaigner, Narendra Modi promised sweeping market reforms to revive India's economy and put the country to work. As prime minister, he has dismayed admirers, apparently reverting to the script of the hapless government he defeated.

To some of the economists and business leaders who as his campaign cheerleaders dared to dream of a Thatcherite revolution, he seems not to be listening. Three months after his win, it is dawning on them that their views count for little.

"As of now, the momentum is lost. They might still recover it, but we have lost the moment," said Bibek Debroy, a prominent economist who co-wrote a book laying out a reform agenda that the new prime minister himself launched in June.

Debroy told Reuters that so far there had been no signs of the promised change at institutions sapped by graft and over-regulation that many Indians have grown to revile.

Back in the heady days of the election campaign, Modi and his supporters seemed much more in tune, all lambasting the last centre-left government for years of waste and policy paralysis and building expectations of a regime of "minimum government and maximum governance" that would unshackle key sectors of the economy from the state.

But now there is a sense that the 63-year-old Bharatiya Janata Party (BJP) strongman, who made his reputation putting his home state Gujarat on a high growth path, has somehow stumbled in New Delhi.

To be fair, the government has a five-year term to achieve Modi's goal of transforming India into an economic and military power able to withstand the rise of China on its doorstep.

On Friday, Modi will make his first Independence Day speech from the ramparts of the Red Fort in Old Delhi, and the expectation within his party is that he may use the occasion to announce bold changes that have so far been absent.

According to economists at HSBC, the government has already moved with "unaccustomed alacrity" on a number of fronts, such as opening up the state railways to foreign investment and providing new guidelines for a more streamlined bureaucracy.

No Khel Ratna this year, Arjuna Award for Ashwin

No sportsperson has been named for the prestigious Rajiv Gandhi Khel Ratna while 15, including cricketer Ravichandran Ashwin, were on Tuesday recommended for the Arjuna Award.

The 12-member selection committee, headed by legendary cricketer Kapil Dev, decided not to name any sportsperson out of the seven candidates for the Khel Ratna at a meeting in New Delhi.

This is the third time no sportsperson has been named for the Khel Ratna since the inception of the country's highest sporting award in 1991.

Besides Ashwin, the other 14 recommended for the Arjuna Award were Akhilesh Varma (archery), Tintu Luka (athletics), H N Girisha (paralympics), V Diju (badminton), Geetu Ann Jose (basketball), Jai Bhagwan (boxing), Anirban Lahiri (golf), Mamta Pujari (kabaddi), Saji Thomas (rowing), Heena Sidhu (shooting), Anaka Alankamony (squash), Tom Joseph (volleyball), Renubala Chanu (weightlifting) and Sunil Rana (wrestling).

"The selection panel examined the seven names placed before them for the consideration of Khel Ratna but none of them were deserving enough to get the nod," a selection panel member told PTI on the condition of anonymity.

"We discussed each and every seven names for the Khel Ratna Award. The longest discussion was in case of on golfer Jeev Milkha Singh after Kapil mentioned his name but ultimately the panel decided against his name," the member said.

It is also learnt that Somdev Devvarman's 2011 Arjuna Award went against him while considering his name for the Khel Ratna as some panel members felt that he has not achieved much success after that year.

The selection panel members for the Khel Ratna and Arjuna Award included the likes of Anju Bobby George and Kunjarani Devi, both  of the highest sporting honour themselves, two mediapersons and three from the government side, including Sports Authority of India Director General Jiji Thomson.

Emraan Hashmi: Need a hot girl in an Emraan Hashmi film

Pakistani actress Humaima Malick is finally making her much awaited Bollywood debut with RAJA NATWARLAL and one truly expects that the wait turns out to be worth it. While a glimpse of what she has to offer is already visible in the songs ('Tere Ho Ke Rahenge', 'Kabhi Ruhani-Kabhi Rumani') that are currently on air, those associated with the film vouch for the fact that she is all set to surprise audience in a major way.

"She is a fantastic actor and one can pretty much see the kind of range that she brings in. If she can do a socially relevant film like BOL, she can also be a part of a potboiler like RAJA NATWARLAL. She has the potential to fit in across genres and once you see the film, you would see that as well. She is just the right mix of talent and glamour," says Emraan Hashmi who now has yet another debutante leading lady opposite him.

In the film which is a cat-n-mouse chase between Emraan and Kay Kay Menon (who plays a businessman), Humaima has an important part to play as well in the part of a bar dancer.

"Humaima has just added a certain amount of depth to the character, which otherwise could have been very frivolous and vulgar since she is walking the tight rope by playing a bar dancer," says Emraan, "She has added vulnerability to the character; you really love her for what she is."

As for his on-screen interaction with Humaima, he adds with a smile, "Ours is a very sweet relationship in the film and you feel for the kind of chemistry that we bring on display. More than anything else, she is hot and in Emraan Hashmi's film, you got to have a hot girl. She fits the shoes pretty well."

We would like to see that happening indeed once this Kunal Deshmukh directed film of a UTV production releases all over on 29th August.

RBI governor flays nexus between 'crooked politician and corrupt businessman'

The Reserve Bank of India (RBI) governor Raghuram Rajan on Monday lashed out at crony capitalism and crooked politicians, and called to strengthen the public services directed at the poor as India completed 67 years of independence.

In a hard hitting speech, at the Lalit Doshi memorial lecture, the governor highlighted the need to nip corruption.

"By killing transparency and competition, crony capitalism is harmful to free enterprise, opportunity, and economic growth. And by substituting special interests for the public interest, it is harmful to democratic expression. If there is some truth to these perceptions of crony capitalism, a natural question is why people tolerate it. Why do they vote for the venal politician who perpetuates it?" he asked.

According to him, it is an all-too familiar vicious circle in India where the wily politician controls the system through stifling money and resources to the poor. "The poor and the under-privileged need the politician to help them get jobs and public services. The crooked politician needs the businessman to provide the funds that allow him to supply patronage to the poor and fight elections. The corrupt businessman needs the crooked politician to get public resources and contracts cheaply. And the politician needs the votes of the poor and the underprivileged. Every constituency is tied to the other in a cycle of dependence, which ensures that the status quo prevails.”

Rajan said, “One of the greatest dangers to the growth of developing countries is the middle income trap, where crony capitalism creates oligarchies that slow down growth. If the debate during the elections is any pointer, this is a very real concern of the public in India today."

He said it is important to avoid this trap.

"To strengthen the independent democracy, our leaders won for us 67 years ago a key mechanism to improve these services through financial inclusion and decentralisation of information."

He lamented that “Our provision of public goods is unfortunately biased against access by the poor. Crony socialism of the past has replaced the crony capitalism."

External Affairs Minister Sushma Swaraj condemned the Sri Lankan article against Jayalalithaa. PTI

"India condemns the derogatory article published by Sri Lanka," said Swaraj, according to NDTV. Swaraj added that India "will summon Sri Lankan envoy."

Parliament was in turmoil on Monday over the article, with AIADMK members in both Houses disrupting the proceedings seeking a statement from the government.

Rajya Sabha witnessed two adjournments during Question Hour, while Lok Sabha saw an adjournment in Zero Hour and another adjournment after that after which the House will reconvene on 2 pm on Monday.
In Lower House, the issue was raised by AIADMK leader M Thambidurai who attacked the government for "not yet condemning" the article and to "make its stand clear" on the issue at a time when Tamil Nadu people were agitating over it.

While Jayalalithaa, who is also AIADMK supremo, has written several letters to Prime Minister Narendra Modi on the issues of harassment of Tamil fishermen by Sri Lankan Navy and Kachchatheevu island, the same had been referred in the "derogatory" article as "love letters", Thambidurai said.

As he spoke, AIADMK members trooped into the Well raising slogans like (Sri Lankan President) 'Rajapakse down, down', forcing Speaker Sumitra Mahajan to adjourn the House for about 25 minutes.

In the Rajya Sabha, AIADMK members also came into the Well shouting slogans, which made Chairman Hamid Ansari to observe that their behaviour was unbecoming of Members of Parliament.

Earlier, they had moved into the aisles displaying copies of the article on the Sri Lankan Defence Ministry website.

A PTI report says the man's name is Shaloni and that he was returning from a friend's place in Kotla Mubarakpur last night when a group of 5-6 men arrived at the spot by car and attacked him.

"We have registered a case and investigation has been taken up. He was attacked by 5-6 men. There was no provocation from the part of the deceased," Deputy Commissioner of Police (South) BS Jaiswal said.

"We are trying to identify the attackers and the exact sequence of events," he said. Shaloni lived in Munirka area and was presently unemployed, adds the PTI report.

A 30-year-old Manipuri man who was working with a BPO, has been beaten to death in South Delhi's Kotla area. News reports have quoted the Delhi police as saying that the man was beaten by four goons inside his car.

A report on Times Now said that he had beaten up as he returned from work. The name of the victim is not yet known.

The report adds that the victim had been taken to AIIMS, but he succumbed to injuries. The police are in the process of registering an FIR for murder. The body has been kept at AIIMS for the post-mortem.

This is the latest in a series of tragic incidents, involving Indian citizens from the Northeast.

In May, a girl from Nagaland who was studying to be a law student in Delhi University was molested by another lawyer at a metro station. When she went to court to in connection with the case along with three friends, they had been beaten up by a gang of lawyers. The mob had threatened her not to pursue the case any further.

In February this year, two Manipuri women were assaulted by men who hurled racist abuses at them in South Delhi's Kotla Mubarak area. According to the police, the women, identified as Tharmila Jajo and Chonmila, were beaten up by a group of men, who were in their late 20s.

The women in their complaint said that one of the assaulters had tied the leash of his dog to Chonmila's boots. She panicked and in a bid to get rid of the dog she started kicking the animal. Seeing this, the men started beating her up. When her friend Jajo tried to intervene, she too was allegedly thrashed by the men who also made racist comments against them, police said.

Before that in January, the capital had seen protests over the death of 19-year-old Nido Taniam, son of Arunchal Pradesh Congress MLA and Parliamentary Secretary in Health and Family Welfare Department Nido Pavitra.

30-Year-Old Man from Manipur Allegedly Beaten to Death in Delhi

An 30-year-old man from Manipur was allegedly beaten to death by a group of five or six men in the heart of Delhi late last night.

The police said Shaloni, who was employed at a Business Processing Outsourcing company or BPO, got into an altercation with the group of men who had driven up in a white car at a daily needs store in Kotla Mubarakpur.

They said they received a call about the quarrel at about 2:30 am. When the police reached the spot, they found Shaloni had been beaten up. They took the injured man to the trauma centre at the All India Institute of Medical Sciences or AIIMS, where he was declared dead.
The police said Shaloni lived in Kotla Mubarakpur. They said that a case of murder has been registered and that they have identified suspects.

The death in similar circumstances of Nido Tania, a student from Arunachal Pradesh, early this year had led to street protests and a national debate on discrimination against Indians from the North East.

Nido, 20, was beaten with iron rods and sticks by a group of men after he had an altercation with a shopkeeper and others in Lajpat Nagar market, not far from Kotla Mubarakpur, in January.

Politicians across parties had at the time condemned his death and vowed to work with activists and students from the North East to address their recurring concerns of being racially targeted in Delhi and other cities.

Preity-Ness case: Actress likely to record statement today

Preity Zinta, who returned to India from the US on Sunday, is likely to record her statement in the Ness Wadia case.

The actress had filed a complaint with the Mumbai police on June 13 against her former boyfriend and industrialist Ness Wadia for public humiliation and abusive behaviour during an Indian Premiere League (IPL) match in Wankhede stadium on May 30. The match was between Chennai Super Kings and Kings X1 Punjab.

IPL COO Sundar Raman, had confirmed Preity’s allegations in a written statement to the Mumbai Police. Another eyewitness, Nimish, too confirmed to Preity’s allegation while talking to Zee News.

On being questioned, Nimish revealed that the altercation did not take place during the match. He further added that there was very less interaction between Preity and Ness; and the row had erupted over the seats. The spat did not occur in his presence and they did not talk much during the match.
The Mumbai Police have so far recorded statements of seven witnesses in relation with the complaint filed by Preity against Wadia. Out of the seven people, five of them have confirmed Preity`s allegations and acknowledged that the incident did take place.

PM Narendra Modi arrives in Bhutan, receives guard of honour

A cutout outside Taj Tashi hotel in Thimpu, where Narendra Modi will stay during his two-day Bhutan visit on Sunday and Monday, read, "Welcome to our close friend, India's prime minister Narendra Modi."

It is a welcoming step, shows Modi ji wants to open a new chapter in strengthening foreign policy, says Sudhanshu Trivedi (BJP) on PM's Bhutan visi

Embarking on his first foreign visit since taking over, Prime Minister Narendra Modi arrived in Bhutan on Sunday to cement India's "unique and special relationship" with this SAARC country and his thrust to make the ties more effective.

A grand welcome was accorded to him by the Bhutanese government which rolled out a red carpet and gave a ceremonial guard of honour to him.

Modi, accompanied by External Affairs Minister Sushma Swaraj, NSA Ajit Doval and Foreign Secretary Sujatha Singh, was received at the Paro airport by Bhutanese Prime Minister Tshering Tobgay and several of his Cabinet colleagues.

The Prime Minister drove down from Paro to Thimphu, a distance of about 50 kms, traversing through the picturesque mountainous ranges. Common people, including children, in colourful attire lined up most of the road between Paro and Thimphu, waving Indian and Bhutanese flags.

Big hoardings carrying Modi's photographs also could be seen en route.

Soon after his arrival, Modi called on Bhutan's King Jigme Khesar Namgyel Wangchuk.
Before embarking on the two-day visit, Modi said Bhutan was a "natural choice" as his first foreign destination because of the "unique and special relationship".

The fact that the Prime Minister chose Bhutan as his first foreign destination assumes significance since China has lately intensified efforts to woo it and establish full- fledged diplomatic ties with Thimphu.

'Modi government will take neighbours along to path of prosperity'

The new Indian government's foreign policy focus on its South Asian neighbourhood and to work towards creating a peaceful, stable and economically inter-linked neighbourhood "bodes well" not only for the collective SAARC but also for Bhutan as the Narendra Modi government will "take everybody along to the path of prosperity", says an editorial in a Bhutanese daily.

The Bhutanese, in an editorial ahead of Modi's two-day visit to the Himalayan country that began Sunday, said that "Bhutan, as an old friend, would want India to do well and surge ahead in the global scene as experience in the past has shown that the economic rise and prosperity of India has translated into benefits for Bhutan, including other countries in the region."

"However, for any major country or regional bloc, they can only ever truly rise on the global platform if their neighborhood is stable and happy, so to speak. The new dispensation in New Delhi led by Mr Modi has wisely realized this, and is thus, focusing with renewed energy and depth in its own neighborhood which is loaded with a lot of potential and unexplored opportunities, apart from the well known challenges," says the editorial.

Modi a friendly person, visit to further strengthen ties: Bhutan PM

As Prime Minister Narendra Modi Sunday begins a two-day visit to Bhutan, the Bhutanese leadership has described the Indian leader as "a friendly person and well disposed towards Bhutan" and as one who "gives a sense of purpose and hope".

Bhutanese Prime Minister Tshering Tobgay said that even though there are no specific issues to discuss during the meeting with Modi from Bhutan's side, all commitments made and the generous support that the government receives from India will be discussed, according to The Bhutanese daily.

Preity Zinta: Ness Wadia said he could make me disappear

A day after an FIR was registered against businessman Ness Wadia following a written complaint from actor Preity Zinta that he molested, abused and threatened her inside Wankhede stadium in south Mumbai on May 30, Mumbai police sources said Saturday they would record IPL CEO Sundar Raman’s statement in the case.

The Marine Drive police, meanwhile, began recording statements of other witnesses. The police have also sought CCTV footage from the Garware pavilion in Wankhede stadium to ascertain what transpired between the two co-owners of the IPL franchise Kings XI Punjab that evening.

“We have started our probe. We are recording statements of Wankhede staff and will record Raman’s statement,” said an officer  from Marine Drive police station.

The FIR against Wadia was registered around 12.10 am on Friday at the station. The complaint was registered under Sections 354 (assault or criminal force to woman with intent to outrage her modesty), 509 (word, gesture or act intended to insult modesty of a woman), 504 (intentional insult with intent to provoke breach of the peace), 506 (punishment for criminal intimidation) of the IPC.
In her complaint dated June 12, Zinta stated she had known Wadia for the last 10 years and had a relationship with him. It reads, “But for some time, we have ended our relationship. Although we are co-owners of Kings XI Punjab, we are no longer in a relationship and only talk for professional reasons.”

“For some time now, we are not even talking to each other. In between, once or twice, we had heated argument regarding work and during that time he tried to abuse me, and used extremely derogatory language and tried to misbehave in a manner where I was put to shame in front of my colleagues, friends and family. I’ve orally warned him during that time and told him I was not comfortable with such behaviour,” the complaint states.

Zinta alleged Wadia threatened her. “During the match on 30th May, 2014 at Wankhede stadium in the evening, Ness Wadia intimidated me by saying he could make me disappear as I was a nobody and only an actress and he’s a powerful person,” her complaint alleges.

Explaining why she did not take up the matter earlier, Zinta said she “tried to be very normal and nice to him” as she wanted peace, but the Wankhede incident left her fearing for her life. She claimed she lodged a complaint with BCCI officials, but stayed calm as she did not want to disturb the morale of her team that had qualified for the IPL finals.

Wadia’s publicist Naveen Soni rubbished the allegations. “It is totally false and baseless,” he said.
Sources close to Wadia claimed he was celebrating his birthday on May 30 and had reserved a few seats for himself and his family. On reaching the stadium late, he found the seats were occupied by Zinta and others, which led to arguments between the

Ness Wadia denies Preity Zinta's molestation charges; actor says it's a difficult time

Actor and co-owner of Kings XI Punjab Preity Zinta registered a case of molestation late on Thursday night against former boyfriend and industrialist Ness Wadia, who denied the allegation as "false and baseless".

In her statement to the Maharashtra Police, Zinta said the incident happened during the Indian Premier League (IPL) qualifier for the final between Kings XI Punjab and Chennai Super Kings at the Wankhede Stadium on May 30.

The 39-year-old actor alleged that Wadia not only outraged her modesty but also abused and threatened her. She added that during the match, Wadia came up to her, grabbed her by the hand and started using abusive words in front of other spectators.

Wadia, another co-owner of the Punjab team, said in a statement, "I am shocked at the complaint and the allegations made against me are totally false and baseless."
With the issue snowballing into a major controversy and hogging the headlines, Zinta too issued a statement on Saturday, saying that it was a difficult time for her and that her intention was not to hurt anyone.  She also reportedly requested the media to respect her privacy.

Zinta and Wadia, 44, parted ways after a five-year relationship in 2009, but continued as business partners and co-owners of Kings XI Punjab. They did not cite any specific reason for the break-up.

A case under sections 354, 504 and 506 (assault on a woman, intentional insult and criminal intimidation) of the Indian Penal Code was registered.

An investigating officer said police had started calling witnesses over the issue.

Mumbai Police commissioner Rakesh Maria said an "offence has been registered".

Dissents grows in AAP as Manish Sisodia slams Yogendra Yadav

The infighting in the Aam Aadmi Party (AAP), which is grappling with its lacklustre showing in the 2014 general elections, has now apparently reached the top leadership.

After AAP leader Yogendra Yadav resigned from the party's Political Affairs Committee (PAC) last Saturday, senior leader Manish Sisodia reportedly questioned his motives and strategies that did not help the party in the general elections.

Yadav, a native of Haryana, resigned from the party's top decision-making body following a tiff with state convener Naveen Jaihind, who resigned from the 18-month-old rookie party's national executive body on the same day.

In a letter sent to Yadav, Sisodia is said to have reprimanded him for taking his fight with Jaihind in public domain and calling party chief Arvind Kejriwal a "supremo".

"You have alleged that the party did not listen to the political affairs committee. But then the PAC also did not want you to contest from Gurgaon.

"In that scenario Arvind supported you. But when Arvind did not support you in you fight against Navin Jaihind, you call him supremo," said the letter dated Thursday.

HT has a copy of the letter, but could not confirm its veracity immediately as both Sisodia and Yadav could not be contacted despite repeated attempts.

There is a big talk in the AAP circles that Sisodia's letter was in response to the one written by Yadav clarifying why he had to quit the PAC.

In the fresh letter, Yadav, who contested and lost the Gurgaon seat, was also criticised for his incorrect survey on Haryana.

While the AAP hoped to bag about 23% of the vote share in the state — which is also home to former Delhi CM kejriwal — it managed to get just 3% of the votes and failed to make an impression all the 10 constituencies.

The letter also blames Yadav for pushing Kejriwal to field over 400 candidates against his wish.

The AAP, despite its stellar assembly election debut in Delhi last year, managed to win just four seats — all in Punjab — in the 2014 Lok Sabha elections.

Following the debacle in the general elections, two of the AAP's prominent faces — Shazia Ilmi and GR Gopinath (who launched India's first low-cost carrier) — had recently quit the party in signs of disintegration.

RBI governor Raghuram Rajan meets Narendra Modi

Ahead of monetary policy review on Tuesday, Reserve Bank of India (RBI) governor Raghuram Rajan on Sunday called on Prime Minister Narendra Modi and is likely to have discussed the macro-economic situation and issues related to price rise.

The RBI’s bi-monthly policy review on 3 June will be the first after Prime Minister Narendra Modi assumed office on 26 May. Last week, Rajan also met the newly appointed finance minister Arun Jaitley and had said fighting price increase is a priority, stressing that the central bank has always maintained a balance between the need to check inflation and prop up growth.

“Governor of the RBI Raghuram Rajan called on Prime Minister Shri Narendra Modi at 7, Race Course Road today (Sunday). It was a courtesy call,” an official statement said.

India’s economic growth stayed below 5% for the second year in a row at 4.7% in 2013-14. Growth remained subdued at 4.6% in the fourth quarter. The RBI may leave key interest rates unchanged in its 3 June monetary policy review as Rajan is likely to prefer containing stubborn inflation before conceding to demands for a rate cut to boost growth.

“RBI is likely to maintain status quo as inflation is still high and the threat of monsoon being weak this time is looming large,” Indian Overseas Bank chairman and managing director M. Narendra told PTI.

Rajan had kept the policy rate unchanged at 8% in its 1 April review as inflation, especially of food items, hovered at over 8%. Food inflation in April stood at 9.66% and retail inflation was at 8.59%.
